Fluency is the ability to read smoothly, accurately, and with good expression while comprehension is understanding what you are reading. Here are ways to build both:
Ways to Build Reading Fluency
Choral Reading - Reading aloud as a group in unison
Echo Reading - The teacher will read first, student will read exactly what the teacher read right after
Paired Reading - Students read aloud to each other
Repeated Reading - Rereading short passages
Ways to Build Reading Comprehension
Chunk the material by breaking the text into several smaller parts
Look for the main idea of the text
Use context clues to determine the meaning of unknown words
Write a summary of the text
Visualize what you are reading
